The Port of Oakland appointed two acting directors to replace retired Port officials. Colleen Liang has been named acting director of the Environmental Programmes and Planning (EP&P) division, while Dorin Tiutin has been named acting director of the commercial real estate division. Both have been with the Californian port for a long period.

Colleen Liang takes over as acting director of EP&P following the retirement of long-time EP&P Director Richard Sinkoff. Liang has previously worked as an environmental supervisor since 2017.

In addition, Colleen Liang has worked at the Port for 23 years and has held a wide range of responsibilities. Liang has overseen environmental compliance, hazardous waste and materials management, as well as planning and permitting programmes across the Port’s divisions.

“I am excited to take on this new leadership role to oversee the Port’s environmental stewardship. I am dedicated to continuing former Director Sinkoff’s extraordinary legacy and moving the port forward on its commitment to getting to zero emissions,” stated Liang.

Furthermore, Dorin Tiutin replaces Pam Kershaw, who has retired as director of Commercial Real Estate. Dorin Tiutin, a 25-year commercial real estate veteran, joined the Port of Oakland in 2002. He has spent the last 15 years as the Port’s Commercial Real Estate Manager.

Tiutin’s new responsibilities will include overseeing around 3.4 km² of Port-owned property, as well as managing a broad portfolio of approximately one hundred tenant agreements ranging from hotels, retail outlets, restaurants, offices, parking facilities, industrial uses, and parks.

“The land within the Port’s jurisdiction comprises a significant portion of the Oakland shoreline,” pointed out Dorin Tiutin.
